The monograph includes an analysis of the current development of the state housing policy of the Russian Federation. The right of citizens to housing in Russia is considered: in the means of implementing a socially-oriented state housing policy. Within the framework of the monograph, the main problems in the implementation of state constitutional rights to housing have been identified and appropriate ways of their solution have been proposed. Particular attention is paid to the analysis of existing social housing programs to provide housing by category of citizens.
